I do have winehq. What you told me to do didn't work.
What I mean is, when I tried to add the repository, it broke my ability to install packages. It only worked again after I removed those repositories. When I ran 'sudo apt install --install-recommends winehq staging' and 'sudo apt install --install-recommends winehq stable', I got 'E: Unable to locate package winehq-staging' and 'E: Unable to locate package winehq-stable'. When I queried terminal about package "winehq", it gave me the same error. I ran 'sudo apt upgrade' and tried again and I got the same results.

I am running this under 21.04, but I did the same under 20.04, 20.10, 19.04, 19.10... it's been the same for years. You don't have the right wine installed I'm afraid..... I started with Ubuntu 19.04, and clean-installed 19.10 and upgraded to 20.04. I don't know what version you started with, or whether any of that affects this. I've run RB3D on Ubuntu 16.04 on my Dad's computer with wine (not sure if it was wine or winehq), and it worked. But the hard drive on that computer was wiped. And I had "wine", and you have winehq, and I don't know what the difference between the two is. I just used a simple "sudo apt install wine". And my computer can't find the "winehq" package without those repositories (I think). But, as I told you, those repositories block my ability to install Linux packages.

Ubuntu is running RB3D nicely with full graphics. Joystick, not so much. I have not had full RB snap views on a joystick for over two years....since I quit flying on Windows.
Stan provided an RB3D without MMP which fixed many Linux-related glitches....huge thx! Don't know why it made a difference..and don't care.
May finally get the full...old Saitek style snap views with double keys-to-button...soon. Thanks to Ted for applying his prodigious Linux/Ubuntu skills in tailoring a full operating system with storage on a teeny chip (128 gigs) that won't break off in the USB slot like a long one can do. Loaded TrackIR soon..following Ace's lead...(its harder to fly with but worth it...the master sez) S! Swamp

I have been running rb3d game and servers for years on wine, various linuxes. Also counterstrike, rise of flight, etc.
I started using crossover (a GUI wrapper for windoze apps on Mac and Linux ) because it ensures I do not have to spend time on this kind of trivial stuff that could drive a person crazy, who does not have my skills on linux et all. I can do what you are trying to do, but in my opinion, for me personally :
its not worth my time. I want to play.
You can try crossover, full function, for 1 or 2 weeks or so for free.
I can recommend. Never had a RB3d problem since using that. (edit) that includes 3dfx voodoo glide emulation working without issues )
( Wine actually is hosted by crossover. )
